Mukhtiarkar fraudulently passed CDGK 6-acre land worth Rs 25 million

KARACHI: Influential people have in association with former North Nazimabad Town Mukhtiarkar Hanif Patafi successfully sought entry of 6-acre land worth more than Rs 25 million.

The land is bifurcated in two parts while major portion is located in Deh Khaari Lakhkhi, sector 7-D in New Karachi Town while a little portion of the land falls within the precincts of North Nazimabad Town Municipal Administration.

The 6-acre land comes in two parts of 2-acre and 4-acre totaling 6-acre. A well-placed officer in City District Government Karachi (CDGK) Land Department said.

The officer told further that the Sindh Revenue department Land Committee had regularized 6-acre land and was handed over to CDGK revenue department for onward legal process. But owing to non-availability of Mukhtiarkar with the New Karachi revenue department, the Mukhtiarkar of North Nazimabad had been incharge of dual offices and had maintained the entry register for both the jurisdictions, the New Karachi TMA and the North Nazimabad TMA.

The officer claimed that the Mukhtiarkar Patafi knew there were no separate registers available for entry of land with the New Karachi TMA, he made unlawful entry of the 6-acre land and helped the claimants of the said land to acquire the required no objection certificate (NOC) from the North Nazimabad Deputy District Officer (DDO) Revenue.

Shortly, the North Nazimabad DDO had known the scam so he cancelled the NOC immediately and was prompted to approach the higher authorities for getting the entry of the land cancelled at the North Nazimabad Mukhtiarkar office, said the officer.

Meanwhile, the Executive District Officer Revenue tried to get the entry of the said land endorsed by the New Karachi land revenue department officer so as to resolve the dispute, the officer claimed.

It is pertinent to mention that the Sindh High Court had through an order banned the mutation of land on Oct 28 so the entry of the said land could not be mutated at any other office.

Henceforth, endorsing the entry was rejected as it was an illegal act and could lead to attempt to contempt of court, commented the officer adding that however, the claimants being influential people have been pressurizing the local authorities for fixing up the matter by mutating the land in terms of endorsement.

The officer added that any entry of land was followed by three major components of the legal procedure including recovery of land rent form the claimant, survey of the land proposed for entry and seeking letter of NOC from land survey supervisor.

Nevertheless, the Mukhtiarkar had ignored all these three major legal procedures and entered the land into register of land with North Nazimabad. Further, it was imperative for the department concerned that prior to making any entry of land, it should be ascertained that there were no cases pending with the court on the same. The Mukhtiarkar had also ignored this important part, alleged the officer.

Following the entry of the said 6-acre land and obtainment of NOC, the Mukhtiarkar Patafi had released the necessary orders to the claimants of the said 6-acre land and on the basis of the order, the claimants tried to sell out the said land. However, the officer concerned had cancelled the NOC so the sale of the said land was hampered.
