CDGK Beach Park contractors impose beach-visiting fee


“CDGK Recovery and Charged Parking Department Director awarded 25 million worth Beach Park Car Parking contract to S D Enterprises without inviting bids through open tenders on the basis of 30 by 70 percent”

KARACHI: Besides establishment of various illegal car-parking sites in the city, all legal parking sites have become dens of extortion of money from the citizens. Interestingly, the departments concerned have shown leniency for prompting any due action in this regard.

Whether it is Sindbad car parking Site, Hill Park Car Parking Site, Link Road Car Parking Site, or the Clifton Beach Park Car Parking Site, the contractors have been extorting money from the commuters in terms of charging extra double fee while the Clifton Beach Park Car Parking contractors have also illegally imposed Beach entry fee.

According to sources privy to the matter, the CDGK Recovery and Charged Parking Department (RCPD) had given charge of Clifton Beach Park to the contractors Hakim Ali Jaskani and Sarfaraz of S D Enterprises for 30/70 shares. The CDGK RCPD is entitled to receive 70 percent of the revenue thus generated while the contractors would keep the remaining 30 percent share.
The sources said that the CDGK RCPD director and the CDGK RCPD District Officer (DO) being the incharges of parking sites and responsible for maximum recovery on legitimate basis had avoided auctioning of the Clifton Beach Park site through inviting open tenders and allowing the highest bidder for assuming the charge of the contract.

The sources further said that the CDGK RCPD director had on verbal instructions handed over the charge of the Clifton Beach Park to the present contractors. The contractors had illegally established a counter for charging fee from the citizens going to the beach of the sea. Thus the entire Clifton Beach Park has been converted into a restricted area for the citizens unless they pay the fee amounting to Rs 10 each person.

The DO had told Daily Times that any contract could be awarded to any contractor for percentage of shares, as was the case of the Clifton Beach Park and inviting tenders was not a must legal requirement.

The sources claimed that a few months ago, the entry fee-collecting counter was removed for a few days after citizens had raised objections. After a while, the counter was placed again and the contractors’ employees have been selling entry fee token worth Rs 10 to the visitors of the beach. However, contractors’ employees purposely remove the monogram of the CDGK from the entry fee token so as to remove proof and the visitors could only get a torn piece of the token.

On the other hand, the contractors have been constantly charging parking fee twice as double from the commuters. Thus the CDGK has been deprived of genuine highest rate of revenue, which the contractors consume fearlessly, said the sources.

Sources in the CDGK RCPD have told Daily Times that the contractors keep 70 percent of the revenue from the portion of double fee and the remaining 30 percent goes to officers of CDGK RCPD. Conversely, the contractors as per agreement pay 70 percent to the CDGK from the legal fee and keep the remaining 30 percent.

The sources added that the value of Beach Park Car Parking Contract in terms of bid money was Rs 25 million. The CDGK seem to have lost that hefty revenue by releasing the contract to the S D Enterprises by the ratio of 30 by 70 percent. The contractors have also used tactics to conceal the actual revenue by using parking fee tokens other than shown to the CDGK.
